EBT Hopper rebuild  Contributor's Pick!       
This is a new addition to an existing scene. It depicts a common practice on the EBT back in the day. Actually, this has happened quite recently on the EBT with the FEBT, Friends of the East Broad Top, rebuilding hopper 802 for use in ballest service on the railroad.
